SUBJECT: 2014-15 District Governor Applications
In accordance with Section 4.05 of the Rotary International District 5960, Inc. Bylaws, on behalf of Governor Judy Freund, I am sending this to all of you to inform you of the search for candidates for our 2014-15 District Governor.
All Past District Governors can personally attest to the fact that the position of DG, while demanding in many ways, is very rewarding. It is an opportunity to serve in a genuinely special and important way. The District Leadership Plan, with an expanded role for Assistant Governors and Committee Chairpersons, allows some flexibility for how the District Governor allocates time to the responsibilities of the position. In addition, with our Council of Governors, there is a great amount of training and support available in the time between being selected and taking office as Governor. And, with Governor Nominee and Governor Elect Training at Zone Meetings every year as well as International Assembly, you will receive significant training and support. This is an opportunity to have a significant impact on others and to have an experience that will forever be a part of your life.
All Clubs are urged to encourage potential candidates (only Past Presidents are eligible) to make application for District Governor. Please encourage candidates presently serving in other District leadership positions such as Assistant Governor or Committee Chair to apply.
The Rotary Club must endorse the nomination and the portion of page 4 of the form signed by the candidate’s club secretary in the appropriate place. Please read from the Manual of Procedure 2010, RI Bylaws Article 13.020.4 for club procedure in suggesting a candidate.
13.020.4 Suggestions by Clubs for Governor
In a district selecting its governor-nominee either by nominating committee procedure or at the district conference, the governor shall invite the clubs to submit their suggestions for nominations for governor. Where the nominating committee procedure is to be utilized, such suggestions shall be considered by the nominating committee so long as they reach the committee by the date established and announced by the governor. Such announcement shall be made to the clubs in the district at least two months before such suggestions must reach the nominating committee. The announcement shall include the address to which suggestions shall be sent. The suggestions shall be submitted in the form of a resolution adopted at a regular meeting of the club naming the suggested candidate. The resolution shall be certified by the club secretary. A club may suggest only one of its own members as a candidate for governor-nominee.
Information about the duties of the District Governor, nominating procedure, etc., may be found in Article XIII of the RI By-Laws in your 2010 Manual of Procedure or online at www.rotary.org.

District Conference!
THANKS to all of you who attended the District Conference April 13th and 14th. I was delighted by the high quality of programming that the conference committee put together. THANKS to all who worked on the conference, particularly the co-chairs, Trudy Popenhagen and Connie Foster.
Dr. Jerene Mortenson was the keynote on Friday lunch, speaking about the Pennies for Peace program. You can visit the website for Pennies for Peace to learn more about how that program, started at an elementary school in River Falls, continues to benefit non-profit organizations.
Madeline Uraneck was the keynote speaker at Friday evening’s dinner. Madeline’s presentation was exceptional, and you can access her public letters, written while she was in the Peace Corps in Lesotho.
If you missed the opportunity to purchase a copy of St. Croix Suite, contact the St. Croix Valley Foundation. Also on Saturday morning the group watched “Ana’s Playground” and you can learn more about the film at their website.
Finally, Okello Kelo Sam entertained the group with his drums and dancing and shared information about his non-profit in Uganda. Visit the website of Hope North to learn about their work to shelter children from the effects of the civil war in northern Uganda.

Annual Meeting Report
Thanks to the delegates who attended the meeting on Friday the 13th of April. The delegates set the District dues for 2012-2013 at $52. They also heard a very inspiring speech by the Rotary International President’s Representative from India, Ravindra Sehgal.

The Stillwater area Rotary clubs send students to foreign countries for the life changing experience of spending a year attending high school and living with families in another culture. Rotary sponsors the most US students going abroad of all exchange programs and is the most affordable due to the tremendous support of Rotarians around the world. They also host students coming to our community – most recently from Ecuador.
An informational meeting is planned for students and parents to learn more about these wonderful opportunities to either study and live abroad or to host an inbound exchange student in your home.
The meeting will be held Thursday evening, April 19th, 7-8 PM in the Main Forum Room of Stillwater Area High School. Representatives from the area Rotary clubs, as well as current and former exchange students and host families, will be present to answer questions.
Families wishing to host a student must reside in the Stillwater School District or close to its border. Students wishing to go abroad can live in the Stillwater or neighboring school districts.

Embracing Humanity: Ordinary People doing Extraordinary Things.
Jorene Mortenson will be the featured lunch speaker on Friday. Jorene is a former principal at Westside elementary School in River Falls. While living in Africa with her family, Jorene started a school in International school in Moshi, Tanzania – still a working school. After coming to River Falls, Jorene invited her son, Greg Mortenson, to speak to the children in her school. “I had been having a hard time explaining to adults why I wanted to help students in Pakistan. But the kids got it right away. When they saw the picture, they couldn’t believe that there was a place where children sat outside in cold weather and tried to hold classes without teachers.” Jorene’s students started collecting pennies – eventually filling two trash cans with 62, 345 pennies – and Pennies for Pakistan – now called Pennies for Peace - was started. In addition to the GGS Guide for Rotarians, located on RI website http://www.rotary.org/RIdocuments/en_pdf/fv_scholarships_en.pdf, this document clarifies the role of the Rotary Club when accepting the candidate’s application.
The candidate’s first deadline for application submission is March 16, 2012. The candidate should submit the application to the local Rotary Club that will sponsor the candidate for Global Grant Scholarship. Once received, the Rotary Club should review the application and provide constructive feedback to make the application stronger. The Rotary Club should know enough about what the GGS committee is looking for in a candidate to know how to direct them on their application. In addition to helping strengthen the candidate’s application, it is also important for the Rotary Club to engage the candidate in Rotary activities and to introduce them to the local and district level initiatives. Promote their involvement in ongoing activities with the sponsor club. The sponsor club is not to endorse the application with a signature at this time—this will come later. Simply get to know the candidate and provide support as they prepare a final application for submission to the GGS selection committee by April 21, 2012.
The next step for the candidate is to submit their final application to the Bill Gaddis, Chairperson for the Global Grant Scholarship Committee, at badgers_bill@yahoo.com, for District level review by April 21, 2012.
During the week of May 1-4, candidates will be notified of the interview time and place on May 5, 2012.
The Global Grant Scholarship selection committee will make a decision within a day or two following the interviews and will notify the selected candidate as soon as possible. Following the selection, the GGS committee should prepare the application for RI approval. This process can take a long time, so the sooner the application is submitted the better. By November, after RI has approved the application and the chosen school/study program, the sponsor Rotary Club should endorse the application. Immediately following endorsement, the candidate should proceed to submit admission application to choice school/program.
By Spring 2013, the candidate should have notification of acceptance into school/program. At this point, the Global Grant Scholar can prepare for their move and departure in August 2013.
Rotary World Peace Fellowship nominees sought for 2013-2015
The Rotary World Peace Scholarship offers offer 60 individuals committed to peace and conflict resolution the opportunity to earn a two-year master’s level degree in international studies, peace studies and conflict resolution at one of the Rotary Center’s University partners. Rotary has contracted with six institutions worldwide to provide this valuable training. Our district can submit nominees to Rotary International by July 1, 2012. Final awards will be announced by year-end. Deadline for completed applications to local clubs is April 6, 2012. What’s expected of World Peace Fellows?
n impact world peace and conflict resolution in a significant, positive fashion during their future careers
n demonstrate a commitment to a career in peace and conflict resolution
n excel academically in their selected programs, accept the academic counsel and advice of the Rotary Center director, and obtain a master’s degree or certificate at the conclusion of their scholarship period
n participate in an annual Rotary Center seminar
n serve as ambassadors of goodwill wherever they go
n make formal and informal appearances before Rotary clubs and districts, school and civic orgs, etc.
n participate in district, regional, and international Rotary events
n maintain contact with The Rotary Foundation throughout their professional careers in order to advise and assist Rotary International and its member clubs in their efforts to contribute to world peace and understanding
n help evaluate and promote the Rotary World Peace Scholarships program
n accept assignments to a Rotary Center outside of their home countries
Applicants for the Rotary World Peace Fellowships must have:
n a strong academic background, training and work experience required for a master's level program at the partner universities
n proficiency in more than one language (even if they propose to study in a country where their native language is spoken)
n excellent leadership skills
n a demonstrated commitment to peace and international understanding through their personal and community service activities and/or academic and professional achievements
The following are ineligible to apply:
n Rotarians and honorary Rotarians
n employees of a club, district, or other Rotary entity or of Rotary International
n spouses, lineal descendants (child or grandchild by blood or legal adoption), spouses of lineal descendants, or ancestors (parent or grandparent by blood) of any living Rotarian and former Rotarians and their relatives as described above within 36 months of resignation.
Application must be made through a local Rotary club in the applicant’s legal or permanent residence or place of full-time study or employment. People with disabilities and members of Rotaract clubs are eligible and encouraged to apply. The scholarship selection process consists of three levels: club, district, and world. After receiving applications, Rotary clubs forward their candidates to the Rotary district level for competition.

Upcoming Opportunity to Host a GSE (Group Study Exchange) Team from Brazil
District 5960 will be hosting a GSE team from District 4550 in Brazil during the upcoming Spring. This is your opportunity to host the team for a few days while they are in our district. They are scheduled to arrive on Friday March 23rd and depart on Friday April 20th. The team consists of a male team leader and four female team members, all of whom declare that they can speak English:

A couple of clubs have already expressed interest in hosting and they will be given primary consideration, but we are looking for about three or four more clubs to host. Final selection will be based on several factors including location within the district. I will be at the January 14 District Mid-term Opportunity cafe if you would like to have further discussions.

As District Governor, I am announcing that Past District Governor Craig Leiser, District Governor Nominee Selection Committee Chair, and the District Governor Nominee Selection Committee members have selected Gary Campbell, Rotary Club of Anoka, MN, as District Governor Nominee of District 5960 for the year 2014-15 at the conclusion of the challenge period.
It is also my duty to inform you that the related sections of Rotary International By Laws pertain to this selection process. The “challenge” deadline is Monday, December 26, 2011 at the end of the business day (see below).

Following is a provision of Rotary International Bylaws that pertains to the selection of a District Governor:
13.020.8.
Challenging Candidates.
Any club in the district which has been in existence for at least one year as of the beginning of that year may also propose a challenging candidate for governor-nomineeprovided this club has previously suggested such candidate to the nominating committee. A club in existence for less than one year as of the beginning of that year may propose a challenging candidate provided such candidate is a member of that club and the challenging candidate must have been duly suggested to the nominating committee. The name of the challenging candidate shall be submitted pursuant to a resolution by the club, adopted at a regular meeting. The club must file the resolution with the governor by the date determined by the governor. Such date shall be not more than 14 days after publication of the announcement of the selection for governor-nominee by the governor.
13.020.9.
Concurrence to Challenges.
The governor shall inform all clubs through a form prescribed by RI of the name of any challenging candidate who has been proposed as specified above. The governor shall also inquire whether any club wishes to concur with the challenge. A club must file a resolution of the club adopted at a regular meeting to concur with a challenge. Such resolutions must be filed with the governor by the date determined by the governor. Only challenges that have been concurred to by at least five other clubs which have been in existence for at least one year as of the beginning of that year or 10 percent of the total number of clubs as at the beginning of that year in the district which have been in existence for at least one year as of the beginning of that year, whichever is higher, and only when such resolutions by the club were adopted at a regular meeting in accordance with the club bylaws as determined by the governor shall be considered valid.
13.020.12.
Lack of Valid Challenging Nomination.
Where no valid challenging nomination is received, the governor shall declare the candidate of the district nominating committee as governor-nominee. The governor shall notify all clubs in the district of such nominee within 15 days.

The Global Grant Scholarship Fall 2013/Winter 2014
· Applications are available online at www.rotary5960.org/scholarships; Applications are due to Local Club by March 16, 2012 and to Bill Gaddis (gaddtron@gmail.com) by April 21, 2012. District interviews will take place on May 5, 2012 in the Twin Cities (applicants MUST be available for interviews) and international processing of the applications will take place in Winter 2013 for academic studies beginning in Fall 2013.
· Global grants must relate to one or more of the six areas of Rotary focus, have a long-term impact and must be for a graduate level program.
– Peace and conflict prevention/resolution
– Disease prevention and treatment
– Water and sanitation
– Maternal and child health
– Basic education and literacy
– Economic and community development
· Global grants must be sustainable and measurable (How will the scholar's studies support one or more of the areas of focus?); A global grant's minimum financing is $30,000
– Scholarship funds studies for a term or one to four academic years (graduate level),
– Scholarship funds may be used for tuition, room and board, books, travel expenses, visas, inoculations, as well as any humanitarian projects the club or district has planned that relate to the scholar’s studies
· Items required at time of district application (April 2012)
– Proposed field of study within one of the six areas of Rotary focus
– Proposed degree and timeline
– Estimated budget
– Proposed humanitarian project in the host district (optional)
– Complete information regarding:
§ The scholar's program of study relates to the selected area of focus.
§ The educational and professional goals of the scholar and how the scholarship will help to advance these goals.
§ How the scholar will use his/her education to address a need on a long-term basis in his/her hosting and/or international sponsoring community(ies)?
· Items required at time of international application (Spring 2013)

– Foreign language proficiency exam results
– Host partner club/district and host counselor information
– Detailed budget
· Scholar may NOT be (1) a Rotarian; (2) an employee of a club, district, or other Rotary entity, or of Rotary International; (3) the spouse, a lineal descendant (child or grandchild by blood or stepchild legally adopted or not), the spouse of a lineal descendant, or an ancestor (parent or grandparent by blood) of any person in the foregoing two categories.

RE: Seeking a second and third host family for our Rotary Exchange Student from Ecuador
I am contacting you in my capacity as a member of the Lake Elmo Rotary Club. This academic year, 2011/2012, the Lake Elmo Rotary Club, with assistance from the other Stillwater area Rotary clubs, is hosting a high school exchange student, a young man from Ecuador. He is a delightful young man who arrived in our community on August 28th and is adjusting well to his first host family in the Stillwater area.
Brief background on the student: He lives in Ecuador with his mother and father, and has one older brother who currently lives away from home. He appears to be a talented artist, with much of his leisure time devoted to drawing and painting. He also enjoys walking, swimming, chess and internet use. He has been taking eleven subjects in school, with a focus on mathematical physics. He plans to attend university in the faculty of architecture, where he plans to use the mathematics and do technical drawing. His parents manufacture sports uniforms. He has travelled outside of Ecuador to other locations in South America. When asked, he describes his best qualities as being respectful and responsible, but admits he has some trouble with punctuality.
He is very excited to be an exchange student, to learn English well, and to get to know our country and community – its history, cultures and customs, and to grow as a person.
I am contacting you to solicit your help in identifying possible second and third host families. The Rotary tradition is to have the student experience three families over the course of their stay, with the time divided roughly equally among the three families.

ANNOUNCEMENT FOR ROTARY FRIENDSHIP EXCHANGE TO: TURKEY – DISTRICT 2430
OUTBOUND TEAM - May 24th – June 3rd, 2012
INBOUND TEAM - June 20th – June 30th , 2012
Our District 5960 Rotary Friendship Exchange (RFE) Planning Team is excited to announce the exchange with District 2430 in Turkey. We will be accepting applications for the Outbound Team starting Sept. 1st – deadline for applications is Oct. 31st, 2012. Application and information regarding this exchange can be found on the District Friendship Exchange website.
The RFE committee is also looking for 3 clubs to host our Inbound guests when they arrive next June. There is a need for 3 clubs to host our guests with a 3-4 day stay at each club location. There will be a team of 8 arriving.
